Police Forces Reluctant to Take Mergers Forward

Police forces and authorities were continuing to resist Home Office efforts to make them merge into larger, strategic bodies as the deadline for submitting voluntary arrangements approached.

The 16 forces singled out for the first phase of restructuring had until February 24 to agree with their neighbours on how to take the merger forward.

But as Public Finance went to press, police authority sources were predicting that few looked likely to do the government's bidding. Authorities failing to come up with voluntary proposals will be subject to a four-month statutory consultation.

Under Home Office plans for northwest policing, Greater Manchester would remain as a stand-alone force, while two forces would be created out of mergers between Merseyside and Cheshire, and Lancashire and Cumbria. …
