Regional Passport Would Benefit UK after Brexit

Brexit could allow the UK to direct migrants to areas where they could be more "benefi cial", executive director of consultancy Europe Economics Andrew Lilico told the CIPFA conference in July.

The economist suggested the UK adopt a Canadian-style regional passport system post-Brexit, which he believed would create a more "generous immigration policy".

This would mean migration could be "part of the process to reinvigorate some of the areas in terms of regional policy, which have not been particularly successful - quite notoriously so", he said at the keynote session on the fi rst day.

He said the population of England had grown by 60% since 1901 while Scotland and Northern Ireland's populations had been stable or grown only slightly.

The rise has been acutely felt in the corridor from Manchester to Birmingham down to London and the south, he told the audience. …
