Time to get personal over unpaid rates

I support the Local Government Association's argument that councils should have powers to strip licences from commercial organisations that deliberately avoid paying their business rates (http://bit.ly/2cZyzkn).

I also believe there needs to be a change in the law to make directors personally liable if they put their own (or a related party's) interests above the interests of creditors including local authorities (think of the "fees" extracted from BHS while their rates bills went unpaid).

It would be necessary to close loopholes (eg the use of a spouse or, by more sophisticated operators, a nominee director outside the UK). Therefore this would be a complex piece of legislation and unlikely to get parliamentary time this session.
