The Sembler Co. is negotiating with the city to develop a shopping center in West Jacksonville, and plans show that it could be anchored by a Publix Super Market.

If approved and the deal takes place, the development would go up at southwest Normandy Boulevard and Chaffee Road. It carries the working name of The Shoppes at Normandy Boulevard.

Spokeswoman Lisa Brock emphasized yesterday that the plans are tentative and there was no timetable for development.

"We do not have a done deal," she said yesterday. "Everything depends on the permitting process."

Brock said yesterday that the project is designed as 55,000 square feet, comprising a 28,800-square-foot grocery store and adjacent retail space, and is not as large as what's shown on tentative plans filed with the city.

The preliminary plans on file with the city Concurrency Management System Office show 106,000 square feet of development, including a 75,000-square-foot retail strip center anchored by a 50,000-square-foot grocery store.

Brock did not have updated information about the four outparcels included in the tentative plans, which indicated the possibility for four 1 to 1.5-acre sites that would comprise another 31,000 square feet of retail space.

St. Petersburg-based Sembler has developed other area centers, including the Publix-anchored Riverside Market Square along Riverside Avenue near downtown. That Publix is about 28,000 square feet, a smaller prototype than the Publix stores in many suburban areas.

Brock said that the Normandy supermarket might or might not be a Publix and that "the plan is just a rendering."

Publix spokesman Dwaine Stevens said he could not comment on the center because there is no signed lease.

Sembler has begun negotiating a fair-share contract with the city to help pay for traffic improvements. …
