White Wave to Develop Westside Plant

White Wave Inc., a subsidiary of Dallas-based Dean Foods Co., intends to develop a plant in West Jacksonville to process soy beans for use by sister company and industrial neighbor, Morningstar Foods.

The Morningstar plant had been known as Ryan Food Co. LLC, but the name changed in January. It already produces milk and cream products.

Late last year, Ryan Foods, as part of Morningstar, landed a deal to produce White Wave's Silk soymilk product, with the help of government incentives.

Ryan Comptroller Tracy Jackson said yesterday that renovations at the 2198 W. Beaver St. plant are almost completed and the company should start processing the Silk product in two weeks. "The goal is to be up and running May 19," Jackson said.

White Wave, based in Boulder, Colo., wants to set up an estimated $4.5 million operation in a building nearby at 2264 W. Beaver St. It would bring in soybeans and heat, grind and separate them into a liquid soy base and pump it to the Morningstar plant. Until then, the base is being shipped in from elsewhere.

White Wave operations and engineering director Fred Ceconi said yesterday the plant could start operations in September and reach full capacity in six months. He said White Wave was working on incentives for the project.

Ryan's incentives agreement called for 20 new jobs, and Ceconi said the White Wave facility could generate another 15 jobs at full capacity.

White Wave has applied for a permit to build a silo foundation for the plant and is advertising on its whitewave.com Web site for a plant manager for the Jacksonville Soymilk Base Processing Plant.

Parent company Dean Foods is the nation's leading processor and distributor of milk and other dairy products and also is a leader in soy and specialty foods products. …
