A Jacksonville police officer accused of having a sexual relationship with a teenager likely met the girl while working, Undersheriff Wyllie Hodges said Thursday.

Paul Wilson, a 16-year veteran, had his first appearance in court Thursday, where bail was set at $500,000. Police said Wilson, 46, resigned from his job as a patrolman shortly before he was booked at the Duval County jail Wednesday afternoon on two counts of lewd and lascivious battery.

Wilson is accused of having sex with a 14-year-old girl, who has since turned 15, between December 2002 and July.

"The best I can determine, he knew the girl from his work," Hodges said.

He said two complaints -- one from a citizen and one from another patrolman who overheard a conversation -- prompted the investigation that led to Wilson's arrest.

Police also released more details about 16 complaints that had been filed against Wilson dating from October 1989 to April 2002. Of those complaints, seven were for improper action, four for incompetency, three for traffic violations and two for failure to conform to work standards.

Thirteen of the complaints were sustained, two resulted in information letters sent and one was not sustained, which is the equivalent of being found not guilty.

Wilson has received five oral or written reprimands. He was ordered to formal counseling seven times and he was suspended for several days in 1998.


A 31-year-old Jacksonville man was shot and later died after an argument inside a strip club spilled out into the streets early Thursday morning, police said.

Shawn Troutman of the 6700 block of Rhode Island Drive West died of a single gunshot wound to the abdomen early yesterday morning, homicide Sgt. Shannon Douberly said.

Police went to the Mirage Show Bar, 4919 N. Main St., at 2:45 a.m. after receiving a call about a man being shot there, according to a report. …
