Business leaders in the North-East have called on the Government to pledge that the creation of a regional assembly will not place an extra burden on the taxpayer.

It is among 10 "challenges" published yesterday by the North-East CBI and the region's Chamber of Commerce - and both organisations say that unless they get reassurances on all 10 points, they won't be able to back plans to create a regional assembly.

They want a meeting with the Deputy Prime Minister to discuss their demands, and say they want detailed answers not just broad pledges before ending their opposition.

Among the 10 challenges are demands for details on what exactly the assembly's remit would be, proving how it would strengthen regional economic performance, a guarantee it would spend more effectively, make decisions quickly and be run by a political leadership "of the highest ability".

But the toughest hurdle for the Government to overcome will be the demand that setting up the regional assembly is determined to be cost neutral. …
