A look at some of the items to be considered by the Jacksonville City Council at its 6 p.m. meeting today at City Hall, 117 W. Duval St.

ISSUE: Courthouse budget

What it means: Would approve borrowing $18 million and using about $3 million from a court facilities trust fund to increase the Duval County Courthouse budget. The current budget is $211 million for the more than 1 million-square-foot complex, scheduled to completed in March 2007. Of the additional dollars, $10 million will be set aside in a reserve account and can be used only for land costs and utility relocations -- two issues that will likely be decided in court. The money will be paid back with $1 million the city pays to rent space for the state attorney and public defender offices (both will now be in the courthouse complex). Any money the city makes by selling the riverfront land where the current courthouse and City Hall Annex now sit will be used to pay the bonds off early. The courthouse is part of the the $2.2 billion Better Jacksonville Plan that voters approved in 2000.

ISSUE: Aircraft maintenance incentives

What it means: Would approve using $152,400 in city dollars and $609,600 from the state for Flightstar Aircraft Services Inc. to move its facility from North Jacksonville to a larger building in the Cecil Commerce Center. The company, which specializes in heavy aircraft maintenance, will lease a hangar at 6025 Flightlane Road. The company plans to more than double its workforce from 225 employees to 479 over the next three years.

ISSUE: Shipping company incentives

What it means: Would provide a $20,000 grant and an $85,000 loan from the Northwest Jacksonville Economic Development Fund for Seven C's Shipping Inc. …
