Europe's leaders were hailing a major breakthrough today on an EU constitution, with a deal to agree the controversial plan by June.

Last night they set a deadline of June 17 for agreement on the historic document which will set out the way the EU will operate for the next generation.

The terrorist atrocities in Madrid have galvanised EU leaders into a new spirit of compromise.

Meanwhile, Spanish police arrested five more suspects - three from Germany - for questioning over the train bombings, bringing to 18 the number detained.

3,000 new jobs

HIGH street giant Boots is to create 3,000 jobs over the next year as it embarks on a pounds 390 million expansion drive. It will open 60 new stores over the next year, including about 40 out-of-town sites and 20 convenience stores.

Convict snared

VIOLENT convict Karl Gaskin, 31, who has been on the run from a prison near Boston, LIncs, with his 10-year-old son since Christmas Day has been arrested in Penrith, Cumbria. There was no immediate word on his son, Karl-Tyler. …
