A wheelchair-bound pensioner is fending for himself for the first time in his life - at 97.

The 20th Century passed one-armed Willie by, and he knows little of the events leading to the two world wars, the Swinging Sixties or 9/11.

Now for the first time in his life, Willie has emerged from the shadows of institutions to start a new life in his own bungalow in South Shields.

Despite being faced with the difficulties of everyday life, Willie is glad to be his own boss. His move into his own home results from a Government White Paper, which sets out a strategy for learning disabilities for the 21st Century.

Its objective is to enable people in NHS long-stay hospitals to move into more appropriate accommodation.
