After the mess he made with campaign finance reform, one would think John Kerry's first choice for a running mate would leave well enough alone.

However, Sen. John McCain, R-Ariz., is tilting after another windmill, and his Sancho Panza is Sen. Joe Lieberman, usually a sensible fellow.

They are trying to get "Kyoto lite" enacted, ignoring the fact that the Senate has voted 95-0 not to adopt such a measure.

Their Climate Stewardship Act was rejected last year by a vote of 43-55, but is expected to be voted on again this month.

Margo Thorning, senior vice president and chief economist for the American Council for Capital Formation, says the bill requires a draconian cut in the amount of energy produced domestically -- specifically, by a reduction in "greenhouse gas" emissions to 2000 levels beginning in 2010.

Sound good? Here's what it would do according to an economic analysis conducted by Charles River Associates: cost 600,000 jobs, lower gross domestic product, reduce tax revenue, cause higher production costs and lower household purchasing power, while doing nothing to affect climate change.

Countries like China and India are expected to account for 84 percent of the increase in global emissions between 1990 and 2010. …
