Rinker Plans to Move Plant to St. Augustine Road near I-95

Rinker Materials of Florida Inc. intends to relocate its concrete block manufacturing plant from Talleyrand near downtown to St. Augustine Road near Interstate 95.

"The new plant will have better access to the South Jacksonville and North St. Augustine markets," said Rinker engineering manager Donald Beers.

Rinker, based in West Palm Beach, makes products and services used in the construction industry, including cement, concrete paving, drywall, masonry products, reinforcing steel and related products as well as providing transportation and environmental services.

It maintains four plants in Jacksonville and another in St. Augustine. Those comprise four concrete plants and a block plant, which is the one moving to St. Augustine Road. Rinker employs 146 people in Jacksonville and St. Augustine.

Rinker wants to build a concrete block plant on 20 acres at 14770 St. Augustine Road, near its Hydro Conduit Corp. plant. Rinker owns Hydro Conduit, which makes concrete and plastic pipe for contractors.

"This fits very well on the site," Beers said.

Rinker will move the concrete operations from 940 Bond. Ave. in Talleyrand, where it also has a district office and shop. Beers said the company was undecided about moving that office. That Northeast region administrative office serves seven counties, comprising Alachua, Clay, Duval, Flagler, Marion, Nassau and St. Johns.

Rinker applied to the city for four construction permits for the plant, totaling $1.3 million. The permits are:

-- Almost $900,000 for a 17,200-square-foot concrete block manufacturing plant.

-- Almost $225,000 for a 5,600-square-foot office-warehouse.

-- $150,000 for the foundations for the manufacturing building.

-- Almost $60,000 for a 1,000-square-foot office building. …
