Rezoning Gets OK; Developer Alters Plan; Changes Come after Negotiations with Mandarin Neighbors

The Jacksonville City Council has approved a request to rezone 45 acres across Hood Road from Mandarin Middle School for up to 80 new homes. The rezoning has had neighbors and school officials worried about its impact on traffic.

But before it got to the council, negotiations between neighbors and the developer of the proposed Blackwood Forest subdivision resulted in changes to the rezoning plan.

The project has been downsized to 75 lots, and the homes can cover no more than 35 to 40 percent of each home site instead of the original 50 percent, said City Councilman Art Shad. Concerns about traffic were lessened with news that a planned widening of Hood Road from St. Augustine Road to Triple Crown Avenue is on the way.

"The Hood Road widening project goes out to bid this week, and construction should start within 60 days of an accepted bid. Not only is it going from two to three lanes, but Blackwood Forest will have to have an acceleration and deceleration lane," Shad said. …
