A Jacksonville area developer wants to start construction by this time next year on the $25 million first phase of Plaza North, a 106-acre commercial and residential development proposed in North Jacksonville at southeast Dunn Avenue and Interstate 295.

Liberty Development Florida LLC, which also is a developer at the planned River City Marketplace at Duval Road and Interstate 95, has not begun engineering plans for the Plaza North retail stores.

Charles David, a Liberty executive, said the commercial part of the development could be completed within two years.

An application filed with the city Concurrency Management System Office shows that the first phase is designed for 200,000 square feet of commercial space among two buildings, along with 20,000 square feet of office space, an 8,000-square-foot "high-turnover" restaurant and a convenience store with 12 fueling stations, plans show.

David said Liberty was working with several potential tenants for the commercial buildings, but declined to identify them. He said Liberty might sell some of that property to another developer for construction.

David said the first phase borders Dunn Avenue. Two more phases could be developed as townhouses and single-family homes. The conceptual site plan notes the possibility of 250 single-family homes, although David said that could be the total number of residential units.

David said the residential property also could be sold to builders.

He said about 30 acres of wetlands are on the property.

David said the area, which is within several miles of Jacksonville International Airport, is a hot spot. …
