New School Board Will Reorganize; Studdard Likely to Be Chairman

The Clay County School Board will take a brief break from momentous decision-making at its next meeting, as ceremonial duties take center stage.

On Tuesday, the board's makeup and leadership will change before it gets down to business.

Newly elected board member Wayne Bolla will take his first oath of office, succeeding the retiring Charles "Mickey'" Fields. Superintendent David Owens and board member Carol Studdard, who were re-elected to new terms, also will be sworn into office.

The new board will then select its officers -- chairman and vice chairman -- for the next 12 months. Studdard, now vice chairman, likely will move up to the top slot, succeeding Lisa Graham, with board member Carol Vallencourt in line to be vice chairman. The board typically rotates the leadership roles.

"It's my turn, but who knows," said Studdard. "We usually rotate, if things go as they have gone in past years. Until there is a vote taken, no one knows for sure."

Studdard has been chairman twice before, in 1995 and 2000. The chairman conducts board meetings and to some extent serves as the board's voice, but how big a job that is depends on the issues facing members that year.

"Some issues draw bigger crowds than others," she said. "If we have something like redistricting, the stress level might be a little higher. I'm hoping we have a smooth year."

The first meeting for the reorganized board includes some heavyweight, it not necessarily controversial, issues:

-- Discussion about selecting an architect and construction manager for a combination elementary-junior high school planned for the growing OakLeaf area.

The school, which would have kindergarten through eighth grade, is proposed in part to relieve projected overcrowding at an Argyle elementary school that is still under construction and set to open in 2005. …
