Chancellor Gordon Brown's proposal to help first-time buyers on to the property ladder has, on the face of it, much to recommend it.

It is, however, hard to escape the conclusion that the real problem in the housing market is not addressed.

It is the lack of affordable homes in the right places which is at the root of the difficulties being faced by many first time buyers.

On its own, Mr Brown's plan is likely to make little difference ( although it would help "plug a gap" for some in the short term.

There are obvious hopes that it might combat the kind of problems being faced by first-time buyers and people on limited incomes in the North-East's rural areas.

There were also fears that it could simply accelerate house price rises.

Both are distinct possibilities ( depending on how well run the scheme is and how it is applied.

One estate agent yesterday argued that it could mean the difference between people being able to buy where they want to be, rather than in a "less desirable" area just to get on the property ladder. …
