Agency 'Put Millions on Tees Scheme'

The Highways Agency held up work on a pounds 500m Tees Valley regeneration scheme for 11 months, costing the developer millions of pounds.

That's the claim of the North East Chamber of Commerce as it backs the Gazette's Go For Jobs campaign for the agency to put a stop to its Article 14 blocking orders, which are putting at risk thousands of potential jobs.

The flagship Victoria Harbour scheme at Hartlepool moved a step forward earlier this week as the Highways Agency, part of the Department of Transport, confirming agreement had been reached in respect of "necessary improvements" to the trunk road network.

But George Cowcher, chief executive of NECC, accused the Highways Agency of allowing plans to be seriously delayed.

He said: "The transport body was insisting project developers Tees Valley Regeneration and PD Ports stumped up millions of pounds to fund improvements to a road junction EIGHT miles away.

"The agency has used blocking orders - known as Article 14 Notices - to stall the scheme. …
