The Competitive Sealed Proposal Evaluation Committee unanimously approved a recommendation on Thursday to terminate talks with The Atkins Group and proceed with negotiations with Peterbrooke Chocolatier to redevelop the Haydon Burns Library site.

Officials from the Jacksonville Economic Development Commission will contact Peterbrooke officials as soon as possible to begin negotiations, said JEDC Executive Director Ron Barton after the meeting.

Barton said that Mayor John Peyton had instructed him to remain in the current request for proposals process, and that negotiators would have some leeway to modify the chocolate company's original proposal.

On Thursday afternoon, Peterbrooke President Peter Behringer said that JEDC officials had not contacted him but that he would probably try to delay negotiations until after the holiday season, which is one of the busiest times for the chocolate manufacturer.

In July, Peterbrooke officials presented a bid to purchase the Haydon Burns Library for $1.5 million and renovate it to include a chocolate factory, retail store, chocolate museum, and candy-related educational component.

Roger Cregg, executive vice president and chief financial officer of Pulte Homes Inc., has been appointed board chairman of the Detroit Branch of the Federal Reserve Bank of Chicago for 2006.

Cregg, whose term as branch chairman starts in January, has served on the seven-member board since 2004. Prior to joining Pulte in 1998, Cregg was executive vice president and CFO of Zenith Electronics Corp.
