The decision this week of Middlesbrough Council's Overview and Scrutiny Board to refer a matter back for reconsideration was a first.

The council's scrutiny process includes provision for councillors to organise call-ins of decisions taken by the executive or individual Executive members to be looked at by the board. It cannot change decisions but can refer them back for further consideration.

This week's issue of big pay rises for Executive directors was the first time the board has referred a decision back.

The proposed Gresham house demolitions and the provision of a BMX track at Beechwood have been among previous matters called in for consideration by the board but it decided not to refer back these decisions.

On Thursday Middlesbrough Mayor Ray Mallon will reconsider his decision, which could see the council's four Executive Directors' salaries increase from pounds 87,000 to around pounds 100,000.

Retaining existing top staff and attracting high calibre new senior staff have been given as the reasons for the proposed increases. …
