I think it is absolutely right that the public is made aware of payments to their elected representatives, whether Members of Parliament, local councils, or the Police Authority which I chair.

I believe the authority's commitment to being as open as possible was underlined by the fact we issued a release setting out the new allowances available to members, and this formed the basis of the coverage in the Evening Gazette (Rise Is Fair, 16.6.06).

What I regret is that the report chose to ignore the fact that under the scheme recently agreed - the first increases agreed in three years - I will receive a maximum of pounds 19,940 a year to chair an authority which has responsibility for a budget of almost pounds 155m a year to deliver one of our most important public services.

It is against that background which the allowances should be judged.

In examining the allowances I and other Police Authority Members receive, I think it is fair to point out the new rates are about average for the allowances provided for police authority chairs across the North, and not very different from the rates for Cabinet members in a number of our local councils, who have responsibility for a section of the councils' activities rather than my position of overall responsibility for the police authority. …
