Single-Member Districts May Limit Tuesday's Turnout

Tuesday is primary election day and the first time since Clay County became a charter government that voters in two districts will choose only one person to represent them on the county commission.

Prior to the single-member district initiative taking effect in 2005, voters chose five commissioners in at-large contests.

By Wednesday, voters will know - or should know - who won the School Board seats in Districts 3 and 5. In those races, because there are only two candidates, the person receiving 50 percent plus one vote is the winner. If there is a tie, they would proceed to the general election.

The top two of three candidates for the District 1 School Board seat will face off Nov. 7.

For County Commission, registered voters in the relatively new Districts 2 and 4 will vote.

In the District 2 race, Doug Conkey faces Ronnie Coleman for the Republican spot to challenge Democrat Katja Palmer in the general election.

Six people are in the crowded District 4 race for the Republican nomination. The winner among Steve Allain, Rick Bebout, David Noakes, Chereese Stewart, Scotty Taylor and James Trott will meet write-in candidate Theresa Noakes in the general election. Noakes is an independent; she's also the daughter of David Noakes.

This is the first year for using the touch-screen voting machines, in place for early voting only. Early voting continues from 8:30 a.m. to 4:30 p.m. today at these sites:
