Moody Land Co. Wants to Build Complex at Site on Intracoastal

Moody Land Co. is trying again to build a mixed-use complex with condos, retail and commercial space at a boat basin and shipyard property on the west bank of the Intracoastal Waterway.

Maxey Moody has applied for a comprehensive plan amendment to change the land's use from industrial waterfront to commercial general. The proposal involves about 40 acres at 13911 Atlantic Blvd. on the north side of Atlantic Boulevard.

A similar project proposed in 2005, the Villages of Pablo Creek Resort and Marina, was withdrawn while it was being reviewed by the state Department of Community Affairs. It would have contained condos, office and retail space, a marina, hotel and single-family homes.

Attorney Paul Hardin, who represents Moody, said that application was pulled because of the sluggish real estate market.

Even though the project is in Jacksonville, Atlantic Beach received notice of it because neighboring cities must be notified about pending comprehensive plan amendments.

A comprehensive plan amendment is a complicated and lengthy process that can take up to 12 months.

Moody has not filed a site plan with the new project's design, number of units, density and building height. That site plan will be required before the Jacksonville City Council is asked to rezone the property as a PUD, or planned unit development.

First, the Jacksonville City Council will consider the comprehensive plan amendment as a nonbinding resolution and send it to the DCA in Tallahassee.
