Duval Schools to Study Employee Salaries; Equity of the Various Salary Ranges Is a Main Concern for the Board

The Duval County School Board is preparing to launch a comprehensive pay study to determine whether its salary structure is competitive and equitable for all employees.

District officials have worried for years that some salaries had gotten out of line, causing certain jobs to be more lucrative than equal or higher-ranking positions. Other salaries are too low, tempting employees to leave for neighboring school systems.

School Board member Nancy Broner was among the first to request a study. She said the topic had been discussed since she joined the board in 2002.

"It's time that, in the context of all the changes and accountability systems that have been put into place ... we look at the overall compensation structure and make sure that we have it all in alignment," she said.

Past salary studies have focused on classifications of employees, Broner said. This one will take the entire school system into account.

If the board approves the measure Tuesday, Superintendent Joseph Wise will be required by March to submit an initial plan to the board on how he recommends executing the study.

Options include hiring an outside consultant to complete the study or tapping leaders from the local business community to form a task force, similar to what was done when principals' salaries were revised last year.

Wise, who supports the compensation study, said he is most concerned about how Duval County salaries compare to other school systems, including those around the country with similar demographics and size.

"We've got to look regionally and nationally at how we stack up," he said.
