LONDONERS could face huge council tax rises under government plans to raise bills for higher-priced homes.

A review of town hall finances is expected to call for new "top rung" tax bands for homes worth more than [pounds sterling]1m. The money raised could be used to subsidise a cut in bills for average-priced homes.

It comes as the average London bill is set to increase by just under [pounds sterling]40 including an extra [pounds sterling]15 to Ken Livingstonetaking the monthly cost to [pounds sterling]1,258.

Sir Michael Lyons's review, due out next week, will fuel fears that Labour is planning council tax changes but will hold them back until after the next general election.

Treasury sources immediately distanced Chancellor Gordon Brown from the report's findings and made it clear he was unlikely to accept the most controversial recommendations. The Lite has been told the report is unlikely to be implemented, certainly in the near future. …
