THE WHITE PAPER on energy published today comes at a time of unprecedented public concern over climate change. We are also entering an era, as the Industry Secretary Alistair Darling has indicated, when there is a real question about how to keep the lights on, now that North Sea oil output is in decline and European gas supplies are dependent on unpredictable Russia.

Consumers have been stung by fast-rising fuel bills in recent years. But this should encourage householders to cut energy consumption, and with carbon emissions. The "smart" gas and electricity meters the White Paper proposes could help here, for example by encouraging homeowners to switch appliances off standby. However, energy suppliers must also play their part by keeping down the upfront cost of installing the new meters.

Overall, the Government's performance towards its target of a 20 per cent reduction in carbon emissions on 1990 levels by 2010 has been feeble to date: emissions are much the same as in 1997. …
