CATTLE movements across the country were banned this afternoon after thenightmare of foot and mouth returned to Surrey.

The fresh outbreak at a farm near Egham was branded an "absolute hammer blow"by farmers' leaders.

About 40 cattle were culled at the farm just 10 miles from last month'soutbreak near Pirbright.

A two-mile protection zone has been put in place around the farmland hit by thelatest outbreak as well as a six mile surveillance zone which takes in theQueen's estate at Windsor.

The Crown Estate said it would be "co-operating fully" with Defra and hascancelled the National Carriage Driving event scheduled for this weekend.

The Guards Polo Club in the grounds of Windsor has ceased its operations andthe deer park has also been closed.

A suspected case of foot-andmouth disease has also been found in Scotlandtoday, the BBC said. At Westminster, Prime Minister Gordon Brown chaired ameeting of the Cobra committee which deals with major emergencies and threatsto the UK, while in Brussels the European Union immediately halted moves tofully lift a ban on meat exports from Britain.

Scientists have not yet confirmed whether the virus is the same strain as inlast month's outbreaks.

The affected field is thought to be part of the Milton Park Farm Estate onStroude Road.

Linda James, who lives at Milton Park Farm House said she spoke to farmer BobLawrence of Hardwick Park Farm, who is renting a field behind her house.

"He told us one of his cows fell ill this morning, so he reported it, ofcourse. He's got them penned in now." A report last month blamed the firstoutbreak on a leaking pipe at the Pirbright centre which houses theGovernment's Institute of Animal Health and a laboratory owned by USpharmaceutical firm Merial - but did not specify which body was responsible forit. …
