MEMBERS of London street gangs have "formidable entrepreneurial andleadership skills", Olympics minister Tessa Jowell has said.

The former Culture Secretary, who still attends Gordon Brown's Cabinet, told aconference fringe meeting that it was time the Government "took some risks" inharnessing the abilities of young people who have fallen into crime.

Ms Jowell pointed out that part of her own Dulwich and West Norwoodconstituency had seen 12 murders since April, with most of them shootings ofyoung men. She said that for many of those who joined gangs it was their way offeeling safe in their neighbourhood. "These people have very formidableentrepreneurial and leadership skills which they have put to bad use," she toldthe Progress fringe meeting.

One senior Tory today attacked Ms Jowell's views as "naive", adding: "I don'tthink we should be praising gang members as entrepreneurial geniuses. That'snot exactly how their victims see them. …
