WHAT a wonderful letter from John Stockwell about the identity crisis of the region (Confused Of East Cleveland, 20.09.07), but I must correct him on one point.

When Frank Medhurst arrived to run Teesplan the Government had already decided there should be a Teeside County Borough in place of the 10 authorities administering the area.

The credit for unification belongs to Peter Milne. A Stockton Alderman, he had been Mayor, and he determined to advance the concept which had been mooted by a previous Mayor.

Stockton had tried to become a county borough and been rejected.

I joined the group and he asked me to write a memorandum and lecture. I did so in 1959 stating that a new borough would greatly benefit the region in many ways and have a better chance of a High Court, a Crown Court, a local Bar and a University.

This led to memoranda and campaigns, followed by similar efforts for a radio station and a police force.

It was Peter who impressed the Boundary Commission when he and I were cross-examined. …
