City OKs Contract to Replace Carver Center

JACKSONVILLE BEACH - The City Council approved a contract Monday for a design-build contract to replace the Carver Center, a popular youth center on Fourth Avenue South in South Pablo Beach that provides athletic programs, art classes, summer camps and after-school tutoring.

The $12,000 contract with C. Young Construction covers the preliminary design, needs assessment and cost for the center, which was built in the 1950s and has been expanded four times.

If the council likes the proposal and can find money for the project, it will seek a final design.

Ever since he campaigned for office, Mayor Fland Sharp has pushed for the center's replacement. His fellow council members also support the effort.

Councilwoman Penny Christian asked Monday if the city would consider the feasibility of equipping the Carver Center for Head Start, a federal child development and school-readiness program.

The Beaches hasn't had a Head Start in at least a decade, Christian said after Monday's meeting. …
