A spokesman for the registrar's office at Newcastle City Council said:

"Mr Bidewell asked our receptionist for a copy certificate and Was asked tO COmplljtp 9 f-tnnrlnrH application form. He was asked how quickly he needed the certificate and he chose the priority service, costing pounds 10, to be dispatched within two days (standard service is pounds 8).

"We advise all applicants that we try to check that we have the register entry here before taking the payment and the receptionist checked an annual index and found no trace of Mr Bidewell.

"She reported this to him and asked if he could have been born outside the Newcastle border in Northumberland/ North Shields/Newburn but he insisted he was born in Newcastle.

"At the same time a registrar in the back office was searching for Mr Bidewell through numerous indexes for the four quarters of the birth year and for different districts of Newcastle. She found his entry and went to the reception to advise him of this. …
