AN ALL-PARTY committee of MPs has condemned senior civil servants for their role in the controversial arrest of shadow immigration minister Damian Green last November. Civil servants told police that the leaks of Home Office documents, which led to the arrest, threatened national security. In fact, during MPs' questioning, Home Office Permanent Secretary Sir David Normington admitted only one of the 20 leaks related to national security and that information was already known outside the Home Office anyway.

This discovery makes the arrest look an even more disastrous response to Mr Green's attempts to expose serious problems such as the employment of illegal immigrants in the security industry. Today the Crown Prosecution Service will announce whether any charges are to be brought over the leaks against the shadow minister, or against junior civil servant Christopher Galley.

Government departments should use disciplinary action, not the criminal law, against staff in a case like this. …
