Maryborough resident Barry Toms has a beef with the Fraser Coast Regional Council and the region's mayor, Mick Kruger.

He said he read a statement from Mr Kruger that said he was not to blame for lack of development in the shire.

"I challenge that."

Mr Toms bought a block of land on Serenity Drive in Maryborough.

He said the developer reconfigured two larger blocks and employed an engineer to lay out house pads, preparing the land for residential building.

Within 30 days of settlement, Mr Toms submitted an application to begin building.

"When I came to build and inquired with (the) council, I was given the run around," he said.

"I was instructed to pay (the) council $1200 for approval to build a house on that block."

The council said Mr Toms wanted to build in a flood-prone area and needed to lodge a Material Change of Use.

The Maryborough town plan required all developments proposed on flood-prone land to be assessed against specific criteria, to protect the landowner, ensuring flood mitigation measures have been put in place. …
