NEPTUNE BEACH - The City Council will consider an ordinance that will make it a lot tougher for repeat parking violators to get around town.

Police Chief David Sembach proposed the ordinance change that will allow officers to slap a metal boot around an illegally parked vehicle's tire rim if the owner has a minimum of three unpaid citations. Sembach said something had to be done after officers found repeat offenders who are illegally parking in the city without paying a $35 fine.

"One of the officers had been writing two cars on First Street several tickets," Sembach said. "One had five outstanding tickets."

Jacksonville has an ordinance that allows officers to boot vehicles owned by scofflaws. Sembach said that in Neptune Beach, there's really no incentive for those who illegally park to pay their fines.

"When we have people that have unpaid tickets, really there's no mechanism to collect if the people don't want to pay for them," Sembach said Friday.

The council will review the proposed ordinance change at its next meeting, on Monday, July 12. If preliminary approval is given, a public hearing will be held in August. …
