THE customers of a planned super-brothel in Tweed Heads South might be the biggest losers out of a costly court case which has resulted in development conditions including the installation of CCTV cameras inside the building.

Both Tweed Shire Council and the proponents of the brothel have lost out from the expensive court case, with the planned 24-hours-a-day, seven-days-a-week operation being curtailed to night-time only trading.

The majority of Tweed councillors had wanted to block the brothel from going ahead, although some, including Mayor Kevin Skinner, had warned the court case could be an expensive waste of money.

NSW Land and Environment Court commissioner Susan Dixon, in a judgment handed down in late November, has upheld the appeal by Susan Stewart, the applicant for the brothel, against the Council rejection of the development in May this year.

But she has imposed conditions, including a 12-month trial period, CCTV cameras in all common areas and a ban on alcohol on the premises. …
