A new building will house the Department of Homeland Security, a former paint store in San Marco has a tenant, the Daily's chain is continuing to grow, a second dd's Discount is coming and efforts are still under way to make the old Norman Studios a national park. They're some of the area's Works in Progress:

OLD DULUX PAINT

The former Dulux Paint on Hendricks Avenue in San Marco finally has a tenant, at least for now. It was already vacant when Commercial Florida Realty bought it in 2006 for $873,000, and the company has been looking to lease it out ever since.

In July, the company moved its own offices into the building when its lease ran out at Gate Riverplace Tower.

But Peter Apol, one of the partners, said the 7,600-square-foot building is still available. If someone wants to lease it, he'll find another place for his office. With the space, the 15-foot ceilings and an additional lot next door for parking, he's thinking that a restaurant or microbrewery would go well.

"When the economy picks up, this whole street will be entertainment," he said. "From Matthew's all the way to Ruth's Chris."

HOMELAND SECURITY

The new big building on Veveras Drive just south of Bayard almost looks like it's guarding the gated entrance to Flagler Station.

It's actually the Jacksonville headquarters of the Department of Homeland Security, Immigration and Customs Enforcement.

Officials won't say how many employees will work there or what buildings they're moving from. But its mission, a spokeswoman said, "is to promote homeland security and public safety through the criminal and civil enforcement of federal laws governing border control, customs, trade, and immigration."

The building is a $4.8 million project with about 48,000 square feet. It is expected to be finished in March. The building has a 15-year lease with an annual rent of $1,278,948.

Past the gates is Flagler Station, a new Pulte development of townhomes. So far, 102 homes have been built and sold, another six-unit building is sold out and under construction. Work on another is scheduled to begin next month.

When it's finished, it's expected to have 240 homes, priced from $175,000 to $224,000

SHELL OUT, DAILY'S IN

The Shell gas station and convenience store just east of Interstate 95 on Baymeadows Road has been torn down and is being replaced with ... a gas station and convenience store.

It's going to be a Daily's, a full-sized gas station and food mart. Another Daily's is being built at the St. Johns Town Center.

Daily's is owned by First Coast Energy LLP, a Jacksonville company formed in 1997. It owns and operates about 90 Daily's in the state, including about 24 in the Jacksonville area. Actually, it has a store right on the other side of I-95 and another farther east on Baymeadows. …
