POLICE TOLD ME HE WAS NO RISK TO KIDS; Councillor Demands Answers as Sex Offender Neighbour Is Sent Back to Prison

A COUNCILLOR is wanting answers after he said police told him his neighbour was not a risk to children when he was a convicted sex offender facing more charges.

And Hugh Hyland is now back behind bars after he was found guilty of indecently assaulting a young female.

Cllr David Harrington has lived next door to 62-year-old Hyland, in Beacons Lane, Ingleby Barwick, for more than a year and was unaware that he was on the Sex Offenders' Register - despite expressing concern to police.

Cllr Harrington said: "He moved to the street in late 2010. Last May I was aware that he was in court accused of indecent assault.

I was obviously concerned because there are so many children living in our street so I contacted the police."

Cllr Harrington said two members of police staff came round to his house several days later.

He said: "They said they had come round to reassure me and neighbours that a risk assessment had been carried out and there is no issue with him living there. I asked if he was a risk to children and they said he wasn't and that he poses no risk to the community.

"I felt reassured that there was no threat to children. You are innocent until proven guilty after all."

Last Monday Hyland was found guilty of five counts of indecent assault on a young female and was jailed for 30 days. He carried out the abuse years before it was brought to court.

He was also issued with a Sexual Offences Prevention Order (SOPO) to prevent him having unsupervised contact with children and he will be on the Sex Offenders' Register until further notice. He was also banned from working with children.

Formerly of Hartlepool, he was convicted of indecently assaulting three other girls more than 10 years ago and jailed then.
