A sign in the front yard of the Kingswood Road home where a man surrendered to police after a standoff Monday states starkly: Caution - Firearms in Use - Keep Out.

Tuesday, Jacksonville police would not release the name of the man, but city property records show it is owned by Edward Martin DeFoor, 73, a retired Jacksonville Sheriff's Office bomb squad officer.

In 2001 DeFoor was charged with improperly storing about 200 pounds of dynamite and C-4 explosive in a public storage facility. Hartley said police knew the man was heavily armed. He surrendered about 10 p.m. and was taken for a medical evaluation.

When charged in April 2011, Luke had already been jailed for about a year in an unrelated sexual abuse case. …
