The plan needs to be reassessed ASAP. I will make this a priority of Council. I feel there is a need for an industrial development officer to be employed within Council whose contract should be incentive-based , not just a wage.
I would also introduce exclusive opening times at our library for students doing their HSC with council providing free photo copying, online facilities and refreshments. We as a community need to address the poor completion rate of our high school students. A better-educated community can only enhance our future and the development we wish to undertake in our region.
I also believe we should develop a Centre of Excellence for the music industry, utilising the world-wide reputation of Troy Cassar-Daly and the McClymonts, also linking with the New Slim Dusty Museum .
We must work with our Regional partners to progress. I would like to see more emphasis on hardwood plantations , the health industry (construction of a mental health unit at Grafton Hospital) , and greater training in aged care (the next boom industry for Australia.)
Most importantly, the Economic Development Plan should be flexible, protect our region's natural resources and beauty and reflect our region's aspirations.
The aexistinga EDP on the CVC website indicates it was implemented in 2006 and was to run for 3-5 years. it has technically' expired. This EDP contains a quaint synergy matrix and excellent relevant strategies. Many have not been realised and some have progressed to varying degrees.
The majority of the astrategiesa are still relevant, however there's no prioritisation model based on an economic or social-needs index.
The changes I would recommend in relation to the existing EDP are:
Retain the existing EDP and incorporate asituation reportsa on its existing strategies.
Develop a prioritisation model that is public and based on economic and social needs
Use this model to determine a priority order for the strategies in the EDP
Develop strategy project plans with definitive timeframes, progress monitoring strategies, review milestones and execute them. Determine a whole of EDP review date

If it was my decision alone, I would throw it out and start afresh to get a meaningful, productive strategy in place.
One read of the current strategy document will clearly show a six-year-old, jargon-filled, bureaucratic-nonsense document that has sat there for years with no benefit to the Clarence Valley. …
