ANNE Freebairn has lived in the Goomburra Valley for two decades but will pack her bags and move following a run in with the Southern Downs Regional Council.

Last October a development approval was issued to Mrs Freebairn for animal keeping, which allowed her to keep up to eight dogs on her 8ha (20-acre) property.

Mrs Freebairn had been keeping in excess of two dogs and breeding dogs on her property for almost 20 years. It was only after a neighbour made a noise complaint that the council inspected her property.

Mrs Freebairn breeds border collies, kelpies and west highland white terriers and proposed to council she wanted to keep up to 15 dogs. The council was prepared to consider the request, if Mrs Freebairn was able to demonstrate kennels would be constructed that comply with animal welfare and noise requirements.

However, because Mrs Freebairn wasn't prepared to construct new kennels, as she believed her working dogs did not need kennels, council did not approve her application. …
