Lawmaker: There's Opportunity in Freight; Rep. Lake Ray Wants to See Northeast Florida in a Logistics Zone

Whether Jacksonville's port is deepened or not, the First Coast can boost business by taking new steps to bolster freight logistics, a state lawmaker told City Council members Tuesday.

"The city of Jacksonville has this huge opportunity," Rep. Lake Ray, R-Jacksonville, said as he outlined a bill he's championing to let local governments create "freight logistics zones" he said could concentrate business from transportation.

The legislation, HB-3, would let communities declare a zone like that if they adopt a strategic plan for its use.

Some roadwork within the logistics zone could get priority ranking for state funding under the bill, giving communities a new chance to attract businesses involved in trucking or rail to focused areas.

A zone could involve adjoining counties, if they cooperate on a strategic plan.

Ray said he wants to see a logistics zone in Northeast Florida that could, potentially, cover areas from Nassau to Putnam counties and as far west as Columbia County. …
