OFFENSE

Analysis: Koetter was the Jaguars' offensive coordinator from 2007-11, then ran Atlanta's offense for three years. ... Two problem areas so far for the Buccaneers are third down (29th in the league at 30.4 percent) and turnovers (10, second-most ahead of Indianapolis' 12). ... The centerpiece of the franchise's rebuilding effort is QB Jameis Winston, the first overall pick from Florida State. Given the starting spot soon after the draft, Winston has had the typical rookie season, some ups but more downs. He's completing only 54.9 percent of his passes, is 31st in passer rating (71.2) and his seven interceptions are tied for the league lead with the Colts' Andrew Luck. Winston does have six touchdowns. ... Winston is coming off his first train-wreck game - four interceptions and a lost fumble against Carolina. ...
