City Looks to No. 2 for Manager's Job First Choice Rejects Salary, Benefits

ATLANTIC BEACH -- The city plans to begin discussions with its second choice for its city manager's post now that negotiations with its top candidate appear virtually dead.

Negotiations with Timothy Zisoff, city manager of Indianola, Iowa, fell apart late last week over salary and benefits issues. Zisoff requested a base pay of $91,000 plus benefits, including a car allowance, that would put his yearly compensation at more than $107,000 a year. He also wanted the city to agree to a severance package of nine to 12 months pay.

Atlantic Beach countered with a base salary of $84,000, which Zisoff refused, said David Thompson, interim city manager. Atlantic Beach's job description calls for a salary range of $65,000 to $95,000.

This week, Slavin Management Consultants of Norcross, Ga., will begin negotiating a salary and benefits package with the City Commission's second choice, Douglas Miller, town manager of La Plata, Md.
