A Green Cove Springs area man was arrested Wednesday after another man was assaulted with a pipe wrench and was chased with a car on two earlier occasions.

Kevin James Hancock, 35, of the 3600 block of Jims Court, was charged with aggravated battery and battery, said a Clay County Sheriff's Office report.

The pipe wrench incident occurred Monday, after Hancock drove past the victim and his friend walking down the street all three lived on. Police said Hancock made a U-turn, got out of his car and hit the victim on the side of his head with the wrench.

The victim sustained a cut on the head and a possible concussion, police said.

In another report, the victim and his friend said the same man, once on Aug. 27 and again Aug. 28, saw them driving and chased them for several miles with his vehicle.

Police investigating an apparently wrecked Roto Rooter van off County Road 315 found marijuana and drug paraphernalia inside the vehicle, resulting in the arrest of a Green Cove Springs man.

Shane Eric Douylliez, 27, of the 1700 block of Perry Road, was charged Wednesday with driving while impaired, possession of marijuana and manufacturer and delivering drug paraphernalia, a sheriff's office report said.

Deputies were called by a motorist who saw the van in a ditch on the side of the road. As they investigated, Douylliez arrived and told police that, on his way home from a job in Jacksonville, he pulled off the road to adjust a pipe that was on top of the van and then the van got stuck. He said he left to get his wife's truck and to summon help.

Noticing an odor of alcohol, the deputies gave Douylliez field sobriety tests -- he admitted to having had a mixed drink -- and deputies determined that he was impaired. Small plastic bags containing marijuana were found in the vehicle, as well as drug paraphernalia, the report said. …
