Klutho Fix-Up Grant Time Limit Expires

After hustling to find grants to save an 84-year-old Klutho

apartment building on North Main Street from demolition, Rita

Reagan's time to use one of them ran out this week.

A June deadline to use a $28,000 state grant and to raise more

funds for the project had been extended until Wednesday for

Springfield Preservation and Restoration Inc., for which Reagan

is chief operating officer.

But Holly Beasley, historic preservation planner with the state

Bureau of Historic Preservation, said the deadline was not

extended again because the necessary paperwork was not filed.

The not-for-profit group Fresh Ministries joined Reagan's fight

nearly two months ago to save the building and the state

funding, but the ministry's vice chairman said that by that

time, it was too late.

"There was not enough time to get everything that was required

to get the grant," said Bruce Grob. "We couldn't get all of the

paperwork needed for the grant."

However, the Rev. Robert Lee, Fresh Ministries' chairman and

chief executive, said the ecumenical group will meet with

representatives of the Bureau of Historic Preservation in a few

weeks to discuss reapplying for the $28,000 grant and any other

funds.

But Lee said Fresh Ministries is approaching the project with

"guarded optimism."

A fire set by an arsonist ripped open and warped the roof of

the Klutho apartment building five years ago. Now the windows of

the apartments are boarded, the paint is peeling and the

unlighted neon sign "apt hotel" no longer beckons customers

under its threshold's echoing arches. A demolition order on the

building has been on hold for five months because of SPAR's

efforts, Reagan said.

Reagan acquired $128,000 in grant money to restore the

three-story building that was designed by Henry John Klutho in

1913 and built in 1914. …
