PONTE VEDRA BEACH -- Area stores can expect another run on pink,

plastic flamingos because trustees of the Municipal Service

District want the same right Palm Valley has to opt out of the

incorporation of Ponte Vedra Beach.

Flamingos first appeared in Palm Valley as a humorous sign of

solidarity for residents who wanted an amendment added to the

incorporation bill which would allow them to vote to opt out. At

the end of January, the St. Johns County legislative delegation

added the opt-out clause and sent the bill to the Legislature to

be put on the ballot in November.

The Municipal Service District is the only area governmental

agency established by the Legislature with the power to levy

taxes and oversee supplemental operations such as utilities,

recreation, parking, beautification, drainage and ambulance and

rescue operations. In the event of incorporation, the district

would be dissolved.

Three weeks ago, a group of attorneys living in the district
