Ponte Vedra Considers Annexation

Article excerpt

If residents vote against incorporating Ponte Vedra Beach,

Municipal Service District trustees have come up with another

idea to consolidate the community -- annexation.

The annexation of areas east and south of the district was one

of 15 goals discussed in a long-range planning workshop March 6.

The district covers an area that runs south from the Duval

County line to Corona Road, from Florida A1A to the ocean and

extends south along Ponte Vedra Boulevard from Corona Road to

Mickler's Cutoff Road.

Annexation might include communities such as Ponte Vedra By The

Sea, Sea Walk, the Fountains, L'Atrium, Sawgrass Country Club

and as far south as the Groves, trustee Robert Gorab said.

The district is a quasi-government agency authorized by the

Legislature with the power to levy taxes and borrow funds. It

oversees parking, utilities, recreation, beautification, civil

defense, ambulance and rescue operations. Residents living

within the district pay additional taxes for services such as

24-hour police protection and an additional day of trash pickup.

The advantages of annexation to the district are a stronger

relationship with county and state governments, additional

revenues and extra services such as law protection and a second

trash pickup, Gorab said.

Because district services are paid by tax assessments, fees

that residents of private communities pay with after-tax dollars

for lighting and extra services, are deductible as tax dollars

by district residents, trustee Hutch Stevens said.

Although zoning and land-use issues are not under its control,

another goal is to "look at the possibility of bringing the

Ponte Vedra Zoning and Adjustment Board in under the MSD -- even

if we kept it as a separate board," Gorab said. …
