Glynlea Septic Tanks: $16 Million Issue

City water and sewer officials say they are trying to find

money to phase out septic tanks in a neighborhood off Atlantic

and Beach boulevards that was declared a sanitary nuisance two

years ago.

About 25 Southside and Arlington residents learned Thursday

night during a town meeting hosted by City Councilman Howard

Dale that some parts of the Glynlea neighborhood are ranked No.

2 on the city's septic tank phaseout list.

The area is ranked behind the Westside's Wesconnett

neighborhood off Cassat Avenue, which was declared a sanitary

nuisance in 1995. The Westside's Biltmore neighborhood, also

declared a sanitary nuisance, ranks third.

Clyde Montgomery said a sanitary nuisance is declared when

several homes in a neighborhood are having serious problems with

septic tanks, such as overflowing.

Scott Kelly, vice president of collection and distribution for

the JEA's Water and Sewer Division, told residents there are no

specific dates or details available on when the area would be

connected to city sewer services.

"We have no funding at this point; however, considerable work

is being done to phase out," he said. ". . . serious attention

has been put into this by JEA, the St. Johns River Water

Management District and the Department of Environmental

Protection. We expect in the very near future to have answers."

Terry Shipley, an environmental supervisor with the Duval

County Public Health Unit, said the total cost to get rid of

septic tanks in the Glynlea area is $16 million.

Some homes are in high-priority areas where there have been the

most complaints about septic tank failures. They are Ovington

Road, Gunka Road, Glynlea Road South, Ibis Road, Halifax Road

and Nightingale Road. …
