Two Mandarin zoning appeals regarding property along Old St.

Augustine Road have been struck down by a City Council

committee, following intense debate over the requests Tuesday.

The first appeal asked the council's Land Use and Zoning

committee to reverse a Jacksonville Planning Commission vote

that denied a Mandarin man permission to place a mobile home on

his property at 12831 Old St. Augustine Road.

The second appeal pitted neighbors in the Arrowwoods

subdivision against a couple who didn't want their neighbors to

build 8-foot tall fences along their backyards on Old St.

Augustine Road. The couple wanted to overturn an earlier

commission vote allowing the fences.

Both votes must get final City Council approval, which could

happen at Tuesday's meeting. But in both cases, what the

appellants wanted was not what the area councilman or the

neighbors wanted. And in a third appeal, the committee deferred

consideration until May, even though many protesters were in the

audience:

The planning commission denied Fred Scott's request to move the

mobile home Jan. 30, saying there were no other mobile homes in

the area. Scott appealed the decision to the council's Zoning

Committee Tuesday.

"The people in the neighborhood don't mind. I can't see how you

people would mind," he said.

But area City Councilman Dick Kravitz said he didn't want to

establish a zoning precedent that would let more mobile homes

in.

"That area is going to be developed for single-family homes,"

Kravitz said. "But you put a mobile home there, and there will

be another one, and there will be no reason to say no to the

second, or third or fourth."

The appeal was denied unanimously.

Argie and Barbara Smith appealed a Jan. 30 Planning Commission
