Clay Judge Rules Woman Can Reclaim 15 of Her 99 Dogs

A Clay County judge ruled yesterday that Jane Barnes will get

back 15 of the dogs that animal control officers seized from her

Doctors Inlet property in August.

Her goat also will be returned.

But County Judge Richard Townsend ordered that 84 other dogs --

and the 20 more that were born since the seizure -- remain in

the custody of the Animal Control Department.

"Jane Barnes is a good and honorable person and has a good

heart," the judge said in a seven-page ruling. "She is very

emotionally attached to these dogs and would never do anything

to intentionally cause harm to any of them. However, her

judgment has been clouded by her physical and financial

inability to provide for these animals."

Townsend also ordered Barnes to pay the county $77 for each

animal she reclaims and pay for them to be spayed or neutered.

But he said he would not order her to reimburse Clay County for

its expenses in caring for the dogs since the seizure -- the

medical bills are about $10,000 -- because he had determined

that she did not have sufficient funds to do so. …
