Heavy Rains Add Gloss to Stormwater Plan

The timing of this week's heavy rains couldn't be better,

politically speaking, for Mayor John Delaney's stormwater

management plan.

The mayor has proposed shifting the city's water and sewer

services to the Jacksonville Electric Authority and using the

savings generated by that move to finance construction of a

better stormwater management system.

A committee that studied the proposal said the JEA could run

the water and sewer system more economically than the city,

saving about $7-9 million a year.

The administration proposes setting aside that amount so the

city can issue municipal bonds that would be used to finance

construction of the stormwater system.

Delaney says that if the city council approves the proposal

the city could begin some $250 million in stormwater

construction projects within the next two years.

Judging from the number of areas flooded by this week's storm,

the mayor's proposal may generate widespread public support.

"I feel good that it's kicking off in the rainy season," Delaney

said.

FOWLER JOINS SPIN PATROL: U.S. Rep. Tillie Fowler of

Jacksonville has been a regular on the campaign trail with

Republican presidential nominee Bob Dole.

Tonight, she'll be in St. Petersburg on the sidelines of the

vice presidential debate between Republican Jack Kemp and

Democrat Al Gore.

After the debate, Fowler will join several other

"spokespersons" for both political parties in the pressroom,

where she will offer her spin on the evening's performance.

WILDER TO CAMPAIGN HERE: Former Virginia Gov. Doug Wilder will

be in Jacksonville this weekend.

Wilder, the nation's first elected African-American governor,

will speak to the D.W. Perkins Bar Association Saturday.

On Sunday, he's expected to campaign with U.S. Rep. Corrine

Brown of Jacksonville in the 3rd Congressional District. Brown,

a Democrat, faces Republican nominee Preston Fields in the

November general election. …
